Why does the video start playing instead of downloading?

Can I save YouTube Shorts as MP4?

Why are some MP4 qualities missing for a video?
Y2mate only shows the resolutions YouTube actually has for that video. Older uploads or videos filmed on low-resolution cameras may stop at 360p or 480p. Private, age-restricted or region-blocked videos may not show any options.
